Rocco was born and brought up in Portland, growing up on Munjoy Hill. He is a graduate of Portland High School, Class of 1978. Rocco worked in the construction industry for the Teamsters, Boilermakers and Ironworkers Union, Local 496. He has also been a seasonal worker for the City of Portland's Riverside Golf Course.

Rocco lives in Portland, with his wife Mary, where they raised their two sons Rocco IV and Anthony. They are also proud grandparents to two grandsons, Enzo and Nico.
